New mobility contribution rates as of July 2023: principles & useful information

URSSAF recently published a communication with new mobility contribution rates. In many municipalities these will increase as of 1 July 2023.

Transport contribution: principles

The mobility contribution, in French ‘versement mobilité’, also referred to as transport contribution, in French ‘versement transport’, is a French contribution that aims to finance public transport.

The transport contribution is due by companies with a staff headcount of 11 or more employees which are established in a region where the transport contribution has been implemented. For companies reaching the staff headcount of 11 employees for the first time, exemptions may apply for the first years.

As mentioned, it aims to finance public transport, in particular operating expenditures and investments in public transport. It is collected with other social contributions by Urssaf, and then transferred to the local authorities. The rate varies region by region. For instance, with 2.95% on the total salary the region around Paris referred to as ‘Ile-de-France’ has one of the highest rates.

Revaluation of the transport contribution rate

In principle, changes of the transport contribution rate take effect twice a year: on 1 January and 1 July. URSSAF informs about these rate changes at least one month in advance.
It is possible to search for the applicable rate on the website of URSSAF by entering the ‘code commune’. This code is issued by INSEE and can be different from the postal code:

Mobility contributions: changes as of 1 July 2023

As of 1 July 2023, the transport rate increases in several regions. Some municipalities have been added. So the case for two municipalities in the Nice-Côte d’Azur area. For the two municipalities Drap and Chateauneuf-Villevieille, the rate is set to 0.18% from 1 July 2023 and will progressively increase to 2% over a period of ten years.
